Conduct fisheries and marine enforcement compliance inspections
Overview
This unit is about you demonstrating the procedures to be undertaken when inspecting a vessel, vehicle or premises for compliance with UK and EU marine environmental legislation. This includes interrogating electronic databases prior to inspection, following correct procedures during different types of inspection and recording and reporting information obtained from inspections in the appropriate ways.

Unit 3 is separated into 10 different modules that will assess your practical application of the regulations during compliance inspections. Within each module there are reference materials for you to use to refresh your memory of various compliance inspection scenarios. In carrying out your assessment of each, you can complete them in any order, and do not have to do them all in one go.
If in a particular area of the country you are finding it difficult to achieve inspections on all gear types then the Expert Witness and/or Quality Assessor can use other methods to assess your knowledge such as professional discussion, oral questioning and/or assessment of notebooks from previous inspections.
As this is a practical unit you will need to upload evidence to show you have undertaken a certain module and that you have achieved the required criteria.
Below is guidance on how to upload your inspections onto the LMS.

Due to the impact of COVID-19, the assessor team will work with you to satisfy the evidential requirements wherever possible, looking at alternative assessment methods where the practical assessment cannot take place. Please consult with your assigned assessor.

You can upload evidence for the various inspections you have carried out. The evidence should include an expert witness statement, as well as supporting evidence such as (but not limited to) photographs, copies of notebooks, assessor documentation, downloads from systems (E-logs, VMS tracks, MCSS etc).
Each inspection should have the relevant Expert Witness forms. attached to each module i.e.
It could take several inspections to meet all the criteria. Create a new folder for each inspection carried out. Save the folder as your Initials, date (yyyy/mm/dd) and vessel, premises or vehicle details e.g. SM20180725SaucySue. You will need to use this folder name for each module that has an element of the inspection within it e.g.

This process needs to be completed for all Modules that are relevant to that inspection i.e. if it is a vessel inspection then Modules 6 and 7 are not applicable as they relate to vehicles and premises.
IMPORTANT: Redaction
Some of the evidence you will be uploading will be from live inspections, and may therefore contain sensitive or personal information. You MUST therefore redact any submissions appropriately. Please see guidance here.
There may also be occasions when you need to upload material that is potentially sensitive with regard to a particular inspection or investigation. If you are in any doubt about whether you should be submitting such material please contact your Line Manager or Case Officer for clarification.

You will need to show that you can interrogate the following:
- Monitoring and Control Surveillance System (MCSS)
- E-log system
- VMS
- AIS
- and / or other relevant databases and information sources
You will need to upload for example, expert witness forms, screen shots, documents, photographs, photocopies etc to show that you have met the necessary criteria.

You will need to identify all the required documentation to be carried by various fishing vessels and the relevant information on:
- Catch retained onboard
- Gear used
- Areas fished
- Fishing effort declared

You will need to demonstrate a range of the following (suitable to your role):
- identification of common commercially fished species
- weighing procedures in accordance with organisational guidelines
- measuring procedures in accordance with legal requirements for determining minimum size compliance
- calculation of catch assessment based on sample weighing
- calculation of catch composition onboard to determine catch composition compliance
- correct application of conversion factors
- calculation of margin of tolerance to determine 10% margin of tolerance compliance
